New Mexico has a bitter gaming history. When the Indian Gaming Regulatory Act was passed by the House in Nineteen Eighty Nine, it seemed like New Mexico would be one of the states to get on the American Indian casino craze. Politics assured that wouldn’t be the situation.
The New Mexico governor Bruce King announced a task force in 1990 to negotiate a compact with New Mexico American Indian bands. When the working group arrived at an agreement with two important local tribes a year later, the Governor refused to sign the agreement. He held up a deal until Nineteen Ninety Four.
When a new governor took over in Nineteen Ninety Five, it appeared that American Indian gambling in New Mexico was a certainty. But when the new Governor signed the accord with the American Indian bands, anti-gaming forces were able to tie the accord up in courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing a deal, thereby denying the state of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.
It required the Compact Negotiation Act, signed by the New Mexico legislature, to get the ball rolling on a full accord amongst the State of New Mexico and its Indian tribes. A decade had been squandered for gambling in New Mexico, which includes Amerindian casino Bingo.
The not for profit Bingo industry has increased since Nineteen Ninety-Nine. That year, New Mexico charity game operators acquired only $3,048 in revenues. That climbed to $725,150 in 2000, and passed a million dollars in 2001. Not for profit Bingo revenues have grown constantly since then. Two Thousand and Five saw the largest year, with $1,233,289 grossed by the owners.
Bingo is categorically favored in New Mexico. All kinds of owners try for a piece of the pie. With hope, the politicians are through batting around gambling as an important issue like they did in the 90’s. That’s without doubt hopeful thinking.
