New Mexico has a complex gaming background. When the Indian Gaming Regulatory Act was signed by the House in 1989, it looked like New Mexico might be one of the states to get on the American Indian casino bandwagon. Politics assured that wouldn’t be the situation.

The New Mexico governor Bruce King appointed a panel in 1990 to negotiate a compact with New Mexico Indian bands. When the working group arrived at an agreement with 2 prominent local bands a year later, Governor King declined to sign the agreement. He would hold up a deal until 1994.

When a new governor took over in Nineteen Ninety Five, it seemed that Amerindian gaming in New Mexico was a certainty. But when the new Governor passed the contract with the Indian tribes, anti-wagering forces were able to tie the accord up in the courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing the accord, thus costing the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico legislature, to get the ball rolling on a full compact between the State of New Mexico and its Indian tribes. A decade had been lost for gambling in New Mexico, including Indian casino Bingo.

The not for profit Bingo business has increased since Nineteen Ninety-Nine. In that year, New Mexico non-profit game operators acquired just $3,048 in revenues. This number grew to $725,150 in 2000, and surpassed a million dollars in 2001. Non-profit Bingo earnings have grown constantly since that time. 2005 witnessed the greatest year, with $1,233,289 grossed by the operators.

Bingo is clearly beloved in New Mexico. All kinds of operators try for a slice of the pie. Hopefully, the politicos are through batting around gambling as an important factor like they did back in the 90’s. That’s probably hopeful thinking.
